Compulsory Education Policy

Compulsory Education (CE) introduced in July 2000 by Singapore Minister of State for Education, Dr Aline Wong, has sparked heated debate between the Muslim community and Singapore government. This policy applys to all Singaporeans between 7 to 12 years old and is defined as education in national schools for Singapore citizens residing in Singapore (2006, www.moe.edu.sg).

The government, however, has refused to acknowledge Madrasah as national school. In the many negotiations preceding the CE implementation, it was mutually agreed that Madrasah will only be closed if they underperformed more than twice in a period of 3 years. The Highest Religious Councils of Singapore MUIS introduced the Joint Madrasah System (JMS) in October 2007 as a response to enhance Madrasah’s standard.

This paper discusses dualism in Compulsory Education providing an account of Madrasah perspectives before analyzing the relevancy of JMS implementation on full-time Islamic religious education in Singapore.
